MOSQ is an acronym for Malaysian Occupational Skills Qualification (Kelayakan Kemahiran Pekerjaan Malaysia)
There are four (4) main functions of MOSQ
UNIT PENTAULIAHAN DAN VERIFIKASI
Tanggungjawab Unit Pentauliahan dan Verifikasi adalah seperti berikut:
1. Melaksanakan aktiviti Pentauliahan Program bagi Pusat Bertauliah (PB) tempatan dan luar negara
2. Memantau perlaksanaan latihan di PB
3. Membangunkan panduan dan syarat-syarat pentauliahan bagi pelaksanaan Persijilan Kemahiran Malaysia
4. Mengurus statistik berkaitan pentauliahan PB dan program
5. Menjalankan aktiviti khidmat nasihat, penerangan dan promosi mengenai pelaksanaan persijilan kepada pemohon, institusi latihan awam dan swasta, industri serta orang awam
6. Mengatur lawatan verifikasi Pegawai Pengesah Luaran (PPL)
7. Meneliti laporan PPL dan maklumat tindakan yang perlu bagi memastikan kualiti Persijilan Kemahiran Malaysia.
UNIT PENDAFTARAN DAN PERSIJILAN
Tanggungjawab Unit Pendaftaran dan Persijilan adalah seperti berikut:
1. Menguruskan pendaftaran pelatih
2. Menguruskan permohonan pengeluaran sijil
3. Menguruskan permohonan sijil gantian bagi sijil hilang dan rosak.
UNIT PEPERIKSAAN (NDT)
Tanggungjawab Unit Penilaian adalah seperti berikut :
1. Melaksanakan aktiviti Pentauliahan Pusat Bertauliah (PB) Ujian Tanpa Musnah (NDT)(PB baru, pembaharuan pentauliahan dan pemantauan) berdasarkan panduan JPK/PanduanNDT/03
2. Memantau perlaksanaan latihan kemahiran NDT di PB NDT
3. Mengurus dan mengendalikan peperiksaan bagi tujuan persijilan SKM NDT (calon baru, calon mengulang dan calon verifikasi)
4. Mengurus dan mengendalikan permohonan persijilan SKM bagi NDT (pemohon baru, pembaharuan sijil selepas 5 tahun dan persijilan semula selepas 10 tahun)
5. Membangunkan bank soalan NDT melalui bengkel pembangunan soalan NDT
6. Mengemaskini rekod personel jawatankuasa-jawatankuasa NDT lantikan JPK
7. Mengemaskini statistik calon peperiksaan dan pemegang SKM NDT
8. Bekerjasama dengan Bahagian Pembangunan Kerjasama Strategik (PKS) bagi urusan mesyuarat Jawatankuasa Pembangunan Penasihat Kemahiran (JPPK) NDT
9. Memastikan perlaksanaan aktiviti Persijilan SKM NDT berdasarkan kehendak ISO 9712 dan MS ISO 17024.
There are 2 main branches at the MOSQ:
A. Accreditation Branch
1. Accreditation Unit
The responsibilities of the Accreditation Unit are as follows:
1.1 Implement a local Accreditation Centre accrediting programme, an Accrediting Centre recruiting foreign trainers and accredited Centre - Recognition of Prior Achievement domestically and internationally:
- Review applications for Accredited Centres;
- Organise assignments for verification visits to Accredited Centres;
- Conduct verification visits of Accredited Centres;
- Organise Technical Committee meetings;
- Prepare reports for approval by the Technical Committee; and
- Manage the issuance of Accreditation Acknowledgement Certificate.
1.2 Monitor the implementation of skills training domestically and international student recruitment :
- Ensure that quality assurance (personnel, equipment and learning materials) at the Accredited Centres comply with the requirements of Malaysian Skills Certification;
- Update information on accreditation system including details of Accredited Centres, Accreditation Personnel, training facilities and equipment; and
- Ensure Accredited Centres have proper and updated trainer records.
1.3 Manage the application of Acknowledgement Letters from Ministry of Home Affairs (KDN) for International Accredited Centres;
1.4 Develop guidelines and conditions for accreditation of Accredited Centres.
1.5 Manage statistics relating to accreditation of centres and programmes needed by any party; and
1.6Undertake advisory, explanatory and promotional activities about the implementation of the certification to applicants, the public and private training institutions, industry and the general public.
2. Assessment Unit
Responsibilities of the Assessment Unit are as follows:
2.1 Implement activities for Accreditation of Accredited Centres (PB) Nondestructive Testing (NDT) (new Accredited Centres, renewal of accreditation and monitoring) based on JPK/NDT Guidelines /03:
- Review of Accredited Centre applications;
- Organise verification visits to Accredited Centres;
- Conduct verification visits to Accredited Centres;
- Prepare a report for approval by the Technical Committee.
2.2 Monitor the implementation of NDT skills training at NDT Accredited Centres :
- Ensure quality assurance (personnel, equipment and learning materials) in the Accredited Centres meets requirements of Malaysian Skills Certificate (JPK/NDT Guidelines/03)
- Update information on accreditation system including details of Accredited Centres, Accreditation Personnel, training facilities and equipment; and
- Ensure Accredited Centres have proper and updated trainer records.
2.3 Manage and conduct examinations for the purpose of SKM NDT certification (new candidates, repeat candidates, verification candidates):
- Review and process the registration of examination candidates through e-NDT
- Manage the appointment of NDT examination personnel
- Print examination questions according to specified security measures.
- Manage the NDT examination results meeting
- Print examination candidates’ result slips based on the outcome of the examination meeting.
2.4 Manage and operate the application for SKM certification for NDT (new applicants, certificate renewal after 5 years and re-certification after 10 years) :
- Review and process applications for certification through the e-NDT system
- Manage the SKM NDT certification meeting which is chaired by P(MOSQ)
- Print SKM based on the results of the NDT certification meeting
- Update individual records of SKM NDT holder personnel.
2.5 Develop the NDT question bank through workshops on the development of NDT questions throughout the year.
2.6 Update personnel records of NDT committees appointed by JPK.
2.7 Update statistics of examination candidates and SKM NDT holders.
2.8 Work with the Strategic Cooperation Development Division (PKS) for all meeting matters of the Committee for the Development of Skills Advisors (JPPK) NDT.
2.9 Ensure implementation of SKM NDT Certification activities are based on the requirements of ISO 9712 and MS ISO 17024.
3. Certification Unit
Responsibilities of the Certification Unit are as follows:
3.1 Arrange PPL verification visits:
- Review suitability of PPL;
- Prepare flight tickets if applicable;
- Study the PPL report and information on actions necessary to ensure the quality of Malaysian Skills Certification; and
- Manage PPL travel claims.
3.2 Manage registration and issuance of certification by:
- Method of accrediting Accredited Centres;
- National Dual Training System (SLDN); and
- iTesting and Recognition of Prior Achievement (PPT).
3.3 Manage the registration of international students.
3.4 Manage matters related to the final assessment of Accredited Centres :
- Suitability of examination questions;
- Examination schedule;
- Delivery of the examination questions; and
- Delivery of answer scheme.
3.5 Issuance of replacement certificates for lost and damaged certificates.
B.Recognition Branch
1. Skills Acknowledgement Unit
1.1 Implement activities for recognizing individual skills acquired informally through the Malaysian Skills Certification by Recognition of Prior Achievement (PPT). The activities involved are:
- Process applications of PPT candidates;
- Assign PPT Assessment Officers (PP-PPT) according to the field of expertise for the purpose of portfolio development guidance and assessment of candidates’ competencies;
- Assign PPT External Verifying Officers PPT (PPL-PPT) for the purpose of verification; and
- Manage the delivery of certificates to qualified candidates.
1.2 Implement Special Recognition activities to individuals who contribute to the development of national skills by awarding the Malaysian Skills Certificate according to the level of qualification.
1.3 Undertake advisory, explanatory and promotional activities to individuals/agencies/industry players, about recognition of employee skills :
- Encourage the active involvement of industry in the certification programme by PPT through meeting sessions with industry representatives through meetings/dialogues and so on;
2. Recognition Unit
2.1 Carry out activity of other skills qualification recognition applied by any training provider to equate with the Malaysian Skills Certificate. The activities involved are :
- Process applications from training providers;
- Assess and review application information and quality assurance systems of the training providers; and
- Obtain the Council's approval on the matters relating to the said recognition;
2.2 Manage activities with public (IPTA) and private (IPTS) institutions of higher learning at the national and international level for the purpose of articulation.
- Identify IPTA/IPTS programmes with potential for the purpose of articulation.
- Manage, coordinate and conduct activities for the purposes of articulation with IPTA/IPTS and Accredited Centres (PB);
- Develop articulation implementation mechanisms with IPTA/IPTS and Accredited Centres; and
- Monitor and obtain feedback of the articulation implementation activities from IPTA/IPTS/PB involved.
2.3 Manage activities related to the recognition of the Malaysian Skills Certificate (SKM).
- Expand the Malaysian Skills Certification recognition by agencies and industry through more active participation in programmes organised by the JPK;
- Expand the acceptance of the SKM in the public and private sectors; and
- Review and recommend an appropriate service scheme for the purpose of admission to the Civil Service.
2.4 Carry out advisory and explanatory services to individuals/agencies/industry players, related to the recognition of Malaysian Skills Certification.
