National Dual Training System Division (NDTS)

Nasional Dual Training System (NDTS) is divided into three (3) sections :

 

1) Strategic Alliance

     i.  Multinational Corporation Unit (MNC) / Government-Linked Company (GLC)
     ii. Small and Medium Enterprise Unit (SME) 


2) Curriculum & Accreditation

     i.  External Curriculum Unit 
     ii. Accreditation Unit


3) Operation and Implementation

     i. Coordination Unit
     ii. Assessment & Certification Unit

 

The Functions of the NDTS Divisions

i. To coordinate and manage the programmes such as promotion/information/encouragement to GLCs, MNCs, SMEs, associations and other organizations in order to encourage and getting them to participate in the implementation of NDTS.
ii. Manage and develop the Learn & Work Assignment (LWA) as a document of the evaluation questions, assessment criteria of knowledge, skill and knowledge evaluation criteria that will be used by the industry.
iii. Commissioning of the company/trainer center and the organization as an Accredited Center of NDTS.
iv. Coordinating training activities, evaluation, certification and regulating NDTS program implementation activities quality at the Accreditation Center NDTS.

Human Resource Management Service Division (KPSM)

Human Resource Management Service Division (KPSM) is divided into 3 sections :-

 

1) Human Resource Section

  1. Plan and implement human resource development including internal and external training
  2. Manage service affairs administration, including service records, post confirmation, permanent and pensionable related, promotion, staff transfer, declaration of property, annual performance valuation, allowance and leave facilities, retirement and disciplinary.

2) Management Service Section

  1. Manage the Headquarter's administration.
  2. Ensure the management of office space and equipment is carried out properly and perfectly
  3. Manage office assets and inventory in a more organized and systematic manner
  4. Ensure and coordinate the security of documents in accordance with the Official Secrets Act, Security Instructions and the National Archives Act.

3) Finance Section

  1. Prepare and control annual allocations and expenses.
  2. Manage all bill payments and claims.
  3. Manage public transport ticket bookings.
  4. Manage local orders.
  5. Manage revenue and Petty Cash Accounts.

Objective

The two (2) main objectives of DSD are:

  1. To coordinate and regulate the implementation of skills training to produce K-Workers for the purpose of employment and recognition at national and international levels.
  2. To research and develop job competency standards and expertise to continuously improve the quality of skilled human resources who can contribute to the economic growth of the country.

Department of Skills Development (DSD), formerly known as the National Vocational Training Council (MLVK) is a Department under the Ministry of Human Resources which was established on 2 May 1989 through the restructuring of the National Training and Certification Craft Board (LLPPKK) established in 1971 The name MLVK was changed to JPK after the National Skills Development Act 2006 (Act 652) came into force on 1st September 2006.

To strengthen the purpose of its establishment, DSD was strengthened with the placement of the Center For Instructor and Advance Skill Training (CIAST) under the management of this Department and the establishment of six (6) regional offices by zone, namely JPK Central Region, JPK Southern Region, JPK Northern Region, JPK Eastern Region, JPK Sabah & Labuan Region and JPK Sarawak Region.

JPK has also been accredited with two (2) ISO certifications namely MS ISO 9001:2015 and MS ISO/IEC 17024:2015
