NEW PROCESS FOR THE REGISTRATION OF TRAINEES 2016
MALAYSIAN SKILLS CERTIFICATION

Greetings and Salam 1 Kemahiran,
Please be informed that the Department has decided upon a number of matters related to the new registration process of the Malaysian Skills Certification trainees, with the following information:
1. Registration of trainees four (4) times a year
1.1. Registration of trainees is only allowed within the specified period as shown in Table 1.

1.2. This new method will be enforced effective as of 1 January 2017.
1.3. Accredited Centres (PB) must ensure the registration of trainees only be made once within the period as specified in Schedule 1 to ensure the ratio of Assessment Officers (PP) is sufficient and facilitates PB to set the training schedule for such trainee groups.
2. Registration of trainees within the transition period (before 31 Dec 2016)
2.1. PB must submit the trainee registration application by submitting a new process document for trainee registration.
2.2. If the number of trainees to be registered exceeds the existing capacity approved, PB must submit supporting documents and commitments such as the PP scheduling, workshop and training equipment usage schedule as well as physical facilities for consideration of the Department.
3. Enforcement of the New Process of Registration and Trainee Capacity
3.1. Effective 1 Jan 2017, all PB can only register trainees according to the capacity approved by the Department.
3.2. According to the provisions of Act 652, Section 23, Part 23, PB must provide sufficient personnel and equipment as well as facilities for the purpose of implementing skills training to meet the quality assurance provisions under the Malaysian Skills Certification System (SPKM).
3.3. Trainee capacity means the number of trainees approved by JPK based on the two (2) main criteria, namely the ability of PB to provide the sufficient number of Assessment Officer (PP) personnel and the physical/ machinery facilities as well as other facilities. Principally, the PP to trainee ratio is 1 PP for every 25 trainees.
3.4. PB must seek the approval of JPK for the purpose of increasing the capacity prior to the registration by submitting the following information:
i. Application cover letter;
ii. Increase trainee capacity form [JPK/T/KAPPK/01(P1)]iii. Accreditation personnel information;
iv. Physical facilities; and
v. Other information that supports the application.
3.5. Applications for the increased trainee capacity must be submitted to the following address:

4. Fee and Charge Rates for the Application of Increased Capacity.
Effective 1 July 2016, all applications for increased trainee capacity will be charged RM 200 for each programme through the gazetting of the National Skills Development Regulations (Fees and Charges) 2016 in the Official Portal of the Department of Skills Development on 8 June 2016.
